Content Inside: GRAFFITI MANAGEMENT STRATEGY FOR THE AUSTRALIAN CAPITAL TERRITORY A SYNOPSIS INTRODUCTION The Graffiti Management Strategy (the Strategy) is the first of its kind for the ACT. It was developed by Urban Services’ Canberra Urban Parks and Places, in consultation with key public and private stakeholders, to help manage graffiti vandalism in the ACT. The Strategy takes a whole-of-community approach for reducing the incidence of graffiti vandalism, a primary objective being to make our city more attractive, while reducing the cost to the community of removing graffiti. Recognising the role graffiti plays in youth culture, the Strategy also makes a distinction between legal graffiti and illegal graffiti, and highlights the need to clearly identify government-approved sites for young people to engage in legal graffiti art. The Strategy puts forward five key elements for addressing graffiti vandalism, namely prevention, removal, diversion, community awareness and education, and legislation. While proposing an integrative and comprehensive approach incorporating these five key elements, it identifies prompt removal and diversionary programs as the most effective methods for reducing graffiti vandalism. PREVENTION The preventative element includes environmental and social measures. Environmental measures, on the one hand, reduce the opportunities for graffiti vandalism through changes such as use of graffiti-limiting urban and building design (to be considered at the Development Application stage), improved lighting, surveillance (e.g. Neighbourhood Watch, Crime Stoppers, surveillance cameras, and security guard patrols), and responsible retailing of graffiti materials through development of a Voluntary Code of Practice to restrict the sale of spray paint and other graffiti materials. Social measures, on the other hand, increase the opportunities for more socially acceptable outlets for graffitists. These include encouraging potential graffiti vandals to partic ...
